ZANU PF treasurer-general, Cde Patrick Chinamasa, is set to address a party solidarity rally at Mutare Teachers’ College this afternoon to drum up support for Constitution Amendment Bill Number 3 (CAB3).
Special Presidential Advisor on Investment and ZANU PF Central Committee member, Cde Paul Tungwarara, ZANU PF provincial chairman Cde Tawanda Mukodza, and the Minister of State for Manicaland Provincial Affairs and Devolution, Advocate Misheck Mugadza, are also expected to address the crowd drawn from the party’s eight administrative districts in Manicaland.
CAB3 proposes, among other things, to extend presidential and parliamentary terms from the current five to seven years.
Thousands of Manicaland residents voiced full support for the Bill during public hearings conducted by Parliament in Manicaland from 30 March to 2 April 2026, urging lawmakers to extend the terms and introduce a parliamentary system for electing future presidents.
Their endorsement was based on what they described as the Second Republic’s development track record, which they want to see continue until 2030.
The public hearings were held in a peaceful atmosphere, with citizens citing stability, development, resource savings, effective governance and the avoidance of election-related hostility as key reasons for backing the proposed changes. They argued that lengthening the electoral cycle would stabilise governance, reduce electoral violence and allow long-term policies to yield results. Citizens also pointed to the Second Republic’s work on infrastructure development and investment attraction, saying they wanted the trajectory to continue for further growth in their communities.
