Residents in Bulawayo have expressed overwhelming excitement and optimism following the introduction of the proposed Constitutional Amendment Bill No. 3, a development that has sparked vibrant discussions across communities. Many view the Bill as a bold and progressive step aligned with Zimbabwe’s national development agenda and the aspirations of Vision 2030—aimed at transforming the country into an upper-middle-income economy.
In the second largest city, residents are actively engaging with the contents of the Bill and what it could mean for governance, stability, and long-term national growth. Speaking during an interview, local resident Ndanisa Sibanda did not hold back his excitement.
“I am wondering why this Bill was not introduced long ago. This is good—we are very happy about it. It is a positive step for the country,” he said.
Adding to the growing wave of enthusiasm, Philisiwe Sibanda also shared her heartfelt sentiments, capturing the hopeful mood on the ground.
“At least this gives us hope and continuity. It’s a good move, and I truly hope it goes through,” she said with optimism.
Sibanda further highlighted that one of the key aspects of the Bill—provisions that could influence how presidential leadership is determined, including the involvement of Members of Parliament—represents a structured and forward-thinking approach to governance.
Another resident, Andile Nkiwane, echoed similar excitement, emphasizing the importance of citizen participation in shaping the country’s future.
“This is a good development. We are looking forward to giving our views during the public hearings. It is important for us as citizens to be part of this process,” she said.
However, for Nomvelo Dlodlo from Mahatshula, she said she wanted clarity on the period of extension was it to 2030 or 2035.
“It is just about clarity, the officials should tell us whether they are extending to 2030 or 2035, this is what we just want clarity on. We also want clarity, the exact details on why the extension, is it necessary. Someone should answer those questions,” she said
Constitutional Amendment Bill No. 3 seeks to introduce a number of changes to Zimbabwe’s governance framework. Among the key proposals are provisions related to the extension or adjustment of presidential terms under specific circumstances, as well as refinements to electoral and parliamentary processes.
Supporters argue that these measures are designed to ensure continuity in leadership, policy consistency, and the effective implementation of long-term national programs. Within the context of Vision 2030, such stability is seen as a key driver for economic growth, infrastructure development, and social transformation.
The Bill also strengthens the role of Parliament in governance processes, a move that many residents believe will enhance collaboration, accountability, and national unity.
