Businessperson, Ms Wenjing Cao, has written to the Independent Complaints Commission to investigate her American business partner, Ms Yuxin Zhang, for improperly using law enforcement institutions to interfere in a commercial matter between the two despite a court order granted in her favour.

Ms Wenjing  also known as Vicky, successfully obtained a spoliation order from the courts to remain in occupation of the disputed business premises, the Cosmopolitan Restaurant and Bar, which the two parties have a 50:50 shareholding.

The order for the property in question which is in Alexandra Park, was granted by Harare magistrate Ms Meenal Narotam at the Civil Court.

In a letter dated April 1, through her legal representatives, Chimwamurombe Legal Practice, Vicky lodged a complaint that at the instigation of Miss Yuxin, some officers from Five Avenue Police Station had been harassing and threatening her with arrest over the disputed property.

She also claimed that the officers in question have acted beyond their jurisdiction and mandate, repeatedly summoning her and her employees “over the same issues despite the existence of a valid court order”.

“It is further alleged that Miss Yuxin has further sought to compel the police to arrest our client, not for legitimate criminal reasons, but as a tactic to gain leverage in negotiations regarding the dissolution of their business. Such conduct constitutes a serious abuse of police powers and undermines the integrity of civil dispute resolution processes,” reads part of the letter.

The lawyers also attached to the same letter, an initial letter dated March 28, 2026, which was copied to the Commissioner-General of Police and the Prosecutor-General, claiming Ms Yuxin was improperly using police as leverage in negotiations over the dissolution of the business partnership.

The ICC is yet to respond to the allegations on whether the police have been improperly drawn into a private commercial dispute before the courts.
