CAAZ reviews 2025 performance at 11th Annual General Meeting

THE Civil Aviation Authority of Zimbabwe (CAAZ) today held its 11th Annual General Meeting (AGM) to review its operational performance, financial results and strategic progress for the year ended December 31, 2025.

The meeting brought together key stakeholders from the Government, Parliament and the aviation sector, including the Ministry of Transport and Infrastructural Development’s acting director for Strategic Policy Planning, Monitoring and Evaluation, Mr Takura Vengesa, director of Finance and Administration Mr Xavier Chisoko, Parliamentary Portfolio Committee on Transport and Infrastructural Development member Cde Munyaradzi Kashambe, CAAZ board chairperson Mrs Nonkosi Ncube, board members and director-general Mr George Mashababe.

The annual report outlines CAAZ’s regulatory mandate over air transport services, aeronautical airport services—including ground handling, in-flight catering and aviation fuelling—and air navigation services, while providing stakeholders with an assessment of the authority’s performance and financial position.

Addressing delegates, Mrs Ncube said 2025 was characterised by resilience, institutional strengthening and continued improvements in aviation safety and security.

“This year has been one of remarkable achievements in which CAAZ demonstrated exceptional resilience and adaptability,” she said.

“We focused on strengthening our organisational culture and fostering an environment that prioritises excellence and efficiency.

“Through strategic initiatives, we successfully implemented vital systems, policies and procedures designed to enhance the safety and security of passengers, cargo and mail.”

She said the authority remained committed to continuous improvement and ensuring it is well positioned to meet the evolving demands of the aviation industry.

“The CAAZ Board of Directors is pleased to submit the 2025 Annual Report to the Minister of Transport and Infrastructural Development, Honourable Advocate Felix Mhona, and all stakeholders,” she said.

“The report was prepared in compliance with Section 38 of the Civil Aviation Act and Section 49(2)(a) of the Public Finance Management Act (Chapter 2219).”

Mrs Ncube said the global aviation sector recorded significant growth during the period, with passenger traffic reaching US$9,8 billion and industry profits rising to US$39.5 billion.

“This global momentum was mirrored in our domestic and regional skies. CAAZ capitalized on a robust resurgence in travel demand, welcoming new operators like Solit Air and Zambia Airways, while existing partners expanded their routes and frequencies,” she said.

Mrs Ncube said consequently, their traffic volumes including passengers, aircraft movements, and cargo comfortably surpassed the 2024 benchmarks.

“Financial Performance Despite global challenges, the Authority recorded a steady growth of revenue from transactions with binding arrangements of 12 percent from ZWG583.39million in 2024 to ZWG652,01 million in 2025,” she said.

“Revenue from transactions without binding arrangements decreased by 93 percent from ZWG513,84 million in 2024 to ZWG38,51 million in 2025. Total operating expenses decreased by 48 percent from ZWG1.98billion in 2024 to ZWG1,04 billion in 2025.

“The Authority recorded a net deficit of ZWG188.76million for the year ended 31 December 2025 compared to ZWG108,52million recorded in 2024. Looking ahead, the Board is fully committed to correcting this loss-making position.

“Our strategy focuses on cost containment, revenue growth, streamlining internal processes for maximum efficiency, and restructuring the legacy debt. By building on this year’s solid operatena foundations, we are confident in our path towards complete financial self-sufficiency and a resilient future for Zimbabwean Civil aviation.”
