Transport, Communications and Infrastructural Development Minister Nicholas Goche said the unbundling was inevitable because CAAZ should not continue as regulator and operator.

“These functions must be separated. We are looking at two entities. One of the entities will operate the airports and the other will regulate operations of CAAZ and other operators.
“The regulator must ensure the playing field is even.
“We foresee the entry of other operators,” he said.
According to the National Transport Policy the restructuring is meant to remove potential conflict of interest and to establish an effective safety and security oversight system.
Minister Goche said the present set-up had a loophole in that, for example, each time there was a mishap at the Harare International Airport; CAAZ investigated itself and submitted a report to Government.
“CAAZ cannot investigate itself when there are accidents at our airports. We need an independent body to do that,” he said.
