Harare City Council has appointed prominent lawyer Mr Warren Chiwawa as its substantive Chamber Secretary following approval by the Local Government Board, ending an eight-year vacancy in the key post.

In a letter dated February 2, 2026, Local Government Board chairman, Mr Stephen Chakaipa, confirmed the decision, stating that Mr Chiwawa had a distinct edge over the other candidates in terms of experience and exposure after interviews conducted last year.

The board resolved, in terms of Section 123(e) read together with Sections 133 and 135 of the Urban Councils Act [Chapter 29:15], to approve his appointment within 90 days of receipt of the letter.

Mr Chiwawa, who had been serving in an acting capacity, now assumes the role substantively, a development expected to restore stability and strengthen corporate governance at Town House.
