extended the tenure of the resuscitation team running the affairs of Rusape Town Council.
The team was appointed after five executives and as many councillors were sacked on corruption charges last year.
The expulsions created a management vacuum, that saw Minister Chombo appointing a five-man resuscitation team and another of three people to temporarily run the town’s affairs.
Councillors Kidwell Gomana (now late), Teddy Chipere, Blessmore Pambureni, Lovemore Chifomboti and Zephenia Mberikunashe; acting town secretary Mr Moses Chiraya, director of finance Mr Wilfred Chingango, Rodrick Kundishora, and Mr Tedious Samunderu were implicated in theft of council resources.
The senior assistant district administrator for Makoni, Mr Darlington Museka, is the acting town secretary, Mr Issued Mabhaudhi is the acting finance director and Mr TA Chide is the acting lands manager.
The four-man resuscitation team is led by retired DA, Mr ES Nyagwaya, Mr Edmund Guna, Mr George Francoulis and Mr Martin Chaburumunda.
Mr Guna is GMB’s Manicaland operations manager.
Our Mutare Bureau understands that Minister Chombo’s emissary, Ms Erica Jones, visited the council recently and expressed satisfaction at the progress made so far, leading to the extension of the two bodies’ term of office.
“It is clear that the two teams will remain in place and continue with their work until such a time substantive management is in place.
“There is no time limit given, and they are expected to continue with their turnaround initiative and bring stability to the local authority,” a well-placed source said.
They are tasked to restore council functionality, reinstate corporate governance, boost ratepayers’ confidence, implement proposals of the investigating committee, conclude all disciplinary cases and labour disputes, overhaul the organogram, and appoint appropriate staff with specific contracts while abolishing all non-core perks.
