Mashaire was remanded to October 26 on US$100 bail. He was ordered not to interfere with State witnesses, surrender travel documents and report twice a week to the police.
Prosecutor Mr Tungamirai Chakurira said on November 24 in 2010, Mashaire who was employed as area manager for north districts acted in contrast to or inconsistent with his duties as a public officer.
He was allegedly responsible for inspections and certification of all City of Harare water and sewer council projects.
Mashaire would refer his reports to the director of water for the issuance of certificates of compliance.
Mashaire, it is alleged, originated inspection letters for application of a certificate of compliance for Tynwald Industrial Park.
He misrepresented that he had inspected the sewer system at the project and was completed to the satisfaction of the director of Harare water when it was not completed, the court heard.
As a result of the false presentations, it is alleged, City of Harare issued a certificate of compliance in respect of the unfinished report.
