COMMENT : Khami Dam: A solution to Bulawayo’s water crisis?

BULAWAYO City Council’s recent announcement regarding the decommissioned Khami Dam has opened a Pandora’s box of possibilities and challenges.

After tests confirmed that the water is safe for consumption, the council is advocating for its use as a short-term solution to the city’s ongoing water shortages. However, this development has ignited a debate over public trust and environmental safety.

For years, Bulawayo has grappled with severe water shortages. The city’s six supply dams — Insiza, Mtshabezi, Umzingwane, Inyankuni, Lower, and Upper Ncema — have seen dwindling water levels, prompting the council to explore alternative sources.

Given the context of a worsening water crisis, the recent tests on Khami Dam could not have come at a more opportune time. Yet, the local authority faces a formidable challenge: convincing its residents that the water is indeed safe.

The council’s director of Water and Sanitation, Engineer Sikhumbuzo Ncube, asserted that the water from Khami is clean and could serve as a viable alternative.

This assertion, however, stands in stark contrast to the long-held belief among residents that the dam’s water is heavily polluted.

This scepticism stems from the dam’s history; it was decommissioned in 1988 after being contaminated by industrial and sewage waste. The scars of this past continue to haunt public perception, making it difficult for residents to accept the council’s assurances.

Public resistance to using Khami water is not merely a matter of preference; it reflects a deeper mistrust of governance and public health measures. Past experiences have left a lingering unease about the safety of recycled water in general.

The council must address this scepticism head-on, implementing robust public education campaigns that inform residents about the safety measures and technologies involved in treating the water. Transparency will be key in building trust, which is in short supply.

Moreover, the council’s plans to use Khami Dam as a water source are not without complications. While the Joint Portfolio Committee on Local Government has given the council until the end of the year to consider this option, the challenges of infrastructure and cost remain pressing.

The Town Clerk, Mr Christopher Dube, noted that while alternative raw water sources have been identified, the council lacks the resources to tap into them. This raises questions about the sustainability and long-term viability of relying on Khami Dam.

Historically, efforts to recycle water from Khami have faced rejection from residents. The initial proposal dates back to 1996, yet it has not gained traction. The council must consider that, even if tests confirm the water’s cleanliness, the perception of safety is a significant barrier to acceptance. Engaging residents in discussions about water safety and the critical need for alternative sources could help shift attitudes over time.

The environmental implications of using Khami Dam also warrant careful consideration. The dam, built in 1928, has stagnant water that promotes algae growth, contributing to its green coloration.

While technological advancements may allow for effective treatment, the ecological ramifications of tapping into a historically polluted source must be thoroughly assessed. Environmental assessments should accompany any plans to utilise Khami water, ensuring that the ecological balance is not disrupted further.

In addition to addressing public concerns, the Bulawayo City Council should also focus on diversifying its water sources. While Khami Dam may provide a temporary fix, the long-term solution lies in sustainable water management.

The council has indicated plans to reduce water shedding from the current 130-hour schedule to 96 hours, contingent on the completion of specific projects. This goal is commendable, but it underscores the urgency of investing in infrastructure improvements and exploring innovative solutions such as rainwater harvesting and desalination.

The use of recycled water is not a novel concept; many cities around the world have successfully implemented such measures. Countries like Singapore and Australia have demonstrated that with the right technology and public engagement, recycled water can be safely integrated into the municipal supply. The Bulawayo City Council could benefit from studying these examples and adopting best practices tailored to the local context.

Ultimately, the council must foster a transparent dialogue with residents, combining scientific data with community engagement. Workshops, town hall meetings, and public forums could provide platforms for residents to voice their concerns and receive accurate information.

While the tests confirming the cleanliness of Khami Dam’s water present an opportunity for addressing Bulawayo’s water crisis, the path forward is fraught with challenges. Public scepticism, historical stigmas, environmental concerns, and resource limitations must be navigated carefully.

By prioritising transparency, community engagement, and sustainable practices, the Bulawayo City Council can work towards a more resilient water future.
