Computer Society of Zimbabwe seeks strategic partnership with Mines Ministry to advance digital transformation in mining sector

Zimbabwe’s transition toward a digitally enabled mining economy continues to gain momentum, with the Computer Society of Zimbabwe (CSZ) expressing keen interest in establishing a strategic partnership with the Ministry of Mines and Mining Development following the appointment of Dr Thomas Utete Wushe as Permanent Secretary.

Dr Wushe’s appointment, recently confirmed as part of Government’s strategic restructuring of key economic sectors, has generated significant optimism among Information and Communication Technology (ICT) professionals and mining sector stakeholders. Experts believe the development signals a new era where digital technologies, automation, data analytics, Artificial Intelligence (AI), and cybersecurity will increasingly shape mineral governance, operational efficiency, and sustainable growth within Zimbabwe’s mining sector.

As Zimbabwe intensifies efforts to attain Vision 2030 and position mining as a multi-billion-dollar industry, stakeholders increasingly recognise the strategic role of digital technologies in modernising the mining value chain. Sector analysts note that integrating robust ICT systems can significantly enhance transparency, operational efficiency, mineral traceability, responsible mining practices, regulatory effectiveness, and investor confidence.

Speaking in an interview, Computer Society of Zimbabwe President Mr Taurai Freddy Ndhlovu congratulated Dr Wushe on his appointment and highlighted the importance of digital transformation within the mining sector.

“We congratulate Dr Thomas Utete Wushe on his appointment as Permanent Secretary for Mines and Mining Development. His appointment comes at a critical time as Zimbabwe accelerates industrialisation, beneficiation, and digital transformation across strategic sectors of the economy. ICT has become a key pillar in ensuring sustainability, transparency, efficiency, and competitiveness within the mining industry,” said Mr Ndhlovu.

Central to the proposed collaboration is the modernisation and enhancement of Zimbabwe’s mining cadastral system — a strategic digital platform responsible for administering mining titles, exploration licences, registration of claims, geological databases, compliance systems, and mineral rights management.

Mining sector experts argue that a fully integrated and technologically advanced cadastral system has the potential to significantly transform the sector through:

  • Reducing disputes associated with overlapping mining claims
  • Improving processing and approval turnaround times
  • Enhancing transparency and regulatory efficiency
  • Strengthening Government oversight and accountability
  • Improving accessibility and management of geological data
  • Creating a more predictable and investor-friendly regulatory environment
  • Increasing confidence among both local and international investors

According to findings from mining and ICT professionals, significant productive time is currently lost through manual processes, fragmented databases, duplication of records, and limited real-time access to geological and licensing information.

Experts suggest that integrating advanced technologies such as:

  • Geographic Information Systems (GIS)
  • Artificial Intelligence (AI)
  • Blockchain-enabled verification systems
  • Cloud computing infrastructure
  • Predictive analytics platforms
  • Advanced cybersecurity frameworks

could substantially improve efficiency, transparency, security, and accountability across mining administration systems.

Cybersecurity specialists further emphasize that as mining systems become increasingly digital, safeguarding geological databases, production records, licensing systems, and national mineral information infrastructure will become increasingly critical. Strong cybersecurity systems will be essential in protecting strategic national assets, preserving investor confidence, and ensuring continuity of operations.

Industry analysts also observe that blockchain-powered mineral traceability systems and real-time monitoring technologies could strengthen responsible mining practices by improving mineral tracking from extraction through export markets. Such systems could further enhance international confidence in Zimbabwean minerals through greater compliance, accountability, and transparency throughout the mineral value chain.

Regional digitisation projections indicate that reducing mining title processing periods from an estimated average of 90 days to below 30 days through digital automation could increase exploration investment inflows by over 35 percent within the next five years.

Analysts further estimate that improved digital monitoring platforms could reduce mining claim disputes by nearly 60 percent while simultaneously enhancing mineral revenue accountability through real-time production reporting systems.

In addition, experts project that fully integrated compliance, mineral traceability, and production monitoring systems could improve royalty collection efficiency by between 15 and 20 percent annually through accurate data capture, automated reporting mechanisms, and enhanced mineral movement monitoring.

Mr Ndhlovu highlighted Zimbabwe’s existing ICT capacity and technical expertise to support such a transformation.

“Zimbabwe possesses highly skilled ICT professionals, software engineers, cybersecurity specialists, and data scientists capable of developing world-class digital systems for the mining sector. The future of mining extends beyond extraction; it increasingly encompasses data management, automation, cybersecurity, artificial intelligence, mineral traceability, and smart governance systems,” he said.

He further noted that digital transformation aligns closely with Government’s beneficiation and value addition agenda by strengthening industrial coordination, environmental monitoring systems, supply chain efficiencies, and mineral accountability mechanisms.

Government policy priorities under Vision 2030 continue to place strong emphasis on beneficiation, local content development, industrialisation, and responsible mining practices. Experts believe ICT integration will become an indispensable enabler in achieving these strategic objectives while promoting sustainability and effective resource governance.

The Ministry of Mines and Mining Development has identified the maintenance of comprehensive and up-to-date exploration and mining title databases among its key strategic functions, alongside strengthening mechanisms for mineral resource accounting, responsible mining promotion, and sustainable value creation from Zimbabwe’s mineral wealth.

Mr. Ndhlovu indicated that the Computer Society of Zimbabwe remains ready to support the Ministry through:

  • Technical consultations
  • Policy development support
  • Cybersecurity frameworks
  • Skills development and training programmes
  • Innovation conferences
  • Digital systems development initiatives

“We remain optimistic about the future direction of the Ministry under Dr. Wushe’s leadership. As global mining industries increasingly embrace smart technologies, Zimbabwe has a unique opportunity to emerge as a regional leader in mining digitalisation. Strong collaboration between Government and the ICT sector can help establish a smarter, more transparent, secure, and globally competitive mining industry capable of contributing significantly toward the attainment of an upper-middle-income economy by 2030,” he said.

Beyond administrative efficiency, the Society also believes digital transformation within mining can create substantial employment opportunities for young Zimbabweans in software development, GIS mapping, drone technologies, AI engineering, mineral data analytics, and cybersecurity services linked directly to the mining industry.

As global mining industries continue adopting smart technologies, automation, cybersecurity systems, and real-time monitoring platforms, Zimbabwe’s growing focus on ICT integration positions the country to emerge as one of Africa’s leading examples of digitally enabled mining administration, responsible mineral governance, and mining innovation.
