Constitutional Amendment Bill No. 3 consultations begin

AT least 3 000 people today thronged Chipfundi Hall in Makonde District to present their views on Constitutional Amendment Bill No. 3 (CAB 3), with the majority expressing support for the proposed changes.

The Parliamentary Portfolio Committee leading the consultations is chaired by Honourable Kudakwashe Matibiri, who is deputised by Honourable Abigail Gava.

A total of 40 community members made oral submissions during the session, with only two opposing the Bill.

Those in support said the proposed amendments would enhance national development, particularly through policy continuity and improved governance systems.

Participants backing the Bill welcomed the proposal to extend the Presidential term limit to seven years, arguing that it would allow sufficient time to implement long-term projects and policies.

They also supported the proposal to merge the Zimbabwe Gender Commission into the Zimbabwe Human Rights Commission, saying it would reduce the duplication of roles and save on administrative costs.

Additionally, contributors endorsed provisions allowing the sitting President to appoint up to 10 senators based on merit, arguing that this would bring critical skills and expertise into Parliament to strengthen law-making processes.

However, those opposed to the Bill raised concerns over the role of traditional leaders, arguing that they should remain apolitical to effectively represent their communities without bias.

In response, supporters maintained that traditional leaders are citizens first and should not be excluded from participating in national processes.

The committee is expected to continue with the public consultations in Rafingora, Zvimba District, later in the day.
