NORTON town council has awarded a tender for the supply of service delivery vehicles, including the mayoral vehicle, as it seeks to ramp up service delivery after scoring poorly on the council’s annual performance assessment last year.
Addressing the 294th Ordinary Council on Wednesday, Norton town secretary Mr Kizito Muhomba said the tender was awarded on April 17, following a review by the Special Committee at the Procurement Regulatory Authority of Zimbabwe (PRAZ).
“We are all aware that we did flight advertisements for tenders sometime last year,” he said.
“The tender was for service vehicles, including the mayoral vehicle and other service delivery vehicles.”
Mr Muhomba said council will also procure an excavator to enhance service delivery. He said Norton Town Council scored 2,9 on the council’s annual performance assessment for 2024 which he said is below the target and acceptable variance.
“Heads of departments signed their performance contracts on April 1 2025. The contracts are awaiting assessment for the first quarter,” he said.
Mr Muhomba said the town secretary’s first quarter assessment was conducted on April 29 2025 by an independent assessor appointed by the Ministry of Local Government and Public Works.
“This indicates the need for improvements across all departments,” he said.
Mr Muhomba said the council was advised of the secretary’s score on Tuesday of 2,9 and also fell outside the acceptable variance.
“The assessor was able to identify the reasons why we scored lowly. Whilst we could have been doing better on the ground, the low score was a result of the evidence that we are providing to the assessors.
“He noted that we were unable to provide the required evidence on time and that our evidence was also not organised.
“That, he said, is one of the reasons why our marks were low, as he is not able to see cumulatively how the municipality is progressing. So he advised us to bring information on time.”
Mr Muhomba said the assessor also advised the town council to compare notes with Chegutu Municipality.
