Ibrahim to conclude the contentious investigation on the city’s land sales, leases and exchanges for the period October 2004 to December 2009.
High-profile names that were named in the preliminary investigations by a team led by fired Councillor Warship Dumba include Local Government, Rural and Urban Development Minister Ignatius Chombo and Harare businessman Mr Philip Chiyangwa.
Justice Ibrahim is a panelist on the International Cricket Council and an international arbitrator.
The panelists would be paid amounts ranging between US$300 and US$600 each per day and are expected to wrap up the investigations within two months.
The other two members of the tribunal are former Attorney General and African Union consultant Mr Andrew Chigovera and former permanent secretary and Public Service Commissioner Mrs Sarah Kachingwe.
Mr John Reid-Rowland a lawyer and pilot has been appointed to do the questions that would be posed to all the interviewees to the investigation.
Initially, Mr Masunda had indicated he would appoint five members but he could not do so because the other two members he had identified have pressing international commitments. A special full council meeting held yesterday approved the appointments.
“We will not have asked for a better panel. These are men and a woman of integrity,” said Mr Masunda.
He said the tribunal would recommend what needed to be done with all people implicated in the city land issue including city employees. “People accused should feel comfortable that they would be heard.
The whole matter would be brought to an end,” he said.
He said interviewees were free to bring in legal representation.
