The City of Harare has closed down more than 460 businesses in the central business district as part of its ongoing Operation CBD Order Restoration, a crackdown targeting non-compliant operators and property owners.
In a statement, the council said the campaign was aimed at ensuring full adherence to municipal by-laws, licensing regulations and safety standards.
“As at 14th August 2025, the City of Harare continues to urge business people and building owners in the CBD to immediately regularise their operations with the City to ensure total compliance,” read the statement.
The latest statistics show that 463 businesses have been shut down, while 413 were operating without licenses.
At least 141 buildings were in arrears, and 43 had their water supplies disconnected.
On infrastructure compliance, 65 properties were found to be operating without approved building plans, while 111 lacked subdivision permits.
The audit also revealed 50 buildings with expired fire extinguishers, although 783 buildings had valid fire certification and 501 had approved building plans.
The council said the operation would continue until full compliance was achieved.
“The operation is ongoing, and we will not relent until there is total compliance,” reads the statement.
“Business owners must ensure they meet all licensing, health, and safety requirements. Failure to comply will result in closure.”
Operation CBD Order Restoration was launched earlier this year in response to widespread lawlessness and disorder in Harare’s city centre.
