GWERU City Council (GCC) employees led by directors and managers yesterday signed performance based contracts meant to improve service delivery as the local authority works to attain its vision of being a sustainable city of choice by the year 2030.
The directors signed collectively and thereafter directors and line supervisors including workers put pen to paper in their respective departments.
Acting Town Clerk Mr Vakai Douglas Chikwekwe together with human resources manager Mr Japson Nemuseso presided over the signing of the contracts.
“The acting Town Clerk as the accounting officer and the human resources manager as the employer, presided over the signing of contracts by directors and managers. The contracts are meant to ensure that there is accountability in the execution of duty,” said council spokesperson Ms Vimbai Chingwaramusee.
She said the contracts are clear on what each worker is expected to achieve during the contract period as the council works to achieve its vision.
“All workers signed the contracts making an undertaking to improve service delivery in line with the council’s vision of providing quality services to its residents. We can only deliver if everyone is accountable for what he or she does each working hour,” she said
Speaking during the signing ceremony, Mr Chikwekwe said by signing the performance based contracts, the workers were committing themselves to improving service delivery in order for the council to realise its vision.
Mr Chikwekwe said the council has an obligation to provide quality service to residents who pay bills every month.
“The residents who are the ratepayers should realise value for their money,” he said.
Meanwhile, Gweru residents have applauded the signing of the performance based contracts saying they look forward to improved service delivery.
Gweru Residents and Ratepayers Association (GRRA) executive director Mr Cornelius Selipiwe said performance based contracts will ensure all workers perform to expectations.
“Council is able to appraise its workers at any given time guided by the contracts and this will push workers to do their best to meet set targets,” he said.
Gweru Residents Forum director, Mr Charles Mazorodze concurred, adding that resources must be availed to enable directors to meet expectations.
“This is a good move to improve service delivery and ensure that council retains only good performers,” he said.
Mr Mazorodze said there is need to strike a balance between the introduction of performance based contracts and availing the necessary resources.
