Councillors slam mayor

the aspirations of all minority communities and ethnic groups of the city.

They are expected to help with skills elected councillors lack and ensure Government policies are adhered to at the local government level. The report singles out Harare Water director Engineer Christopher Zvobgo “as well organised and in charge of his department”.

The report, which was leaked to the Press, was presented to Local Government, Rural and Urban Ignatius Chombo on Monday during a meeting with special interest councillors, committee chairpersons, heads of departments and deputy mayor Emmanuel Chiroto.

City spokesman Mr Leslie Gwindi, confirmed receipt of the document and said it will be distributed to all departments. “We are in receipt of the document. Sufficient work is being done to forward it to city structures,” he said. Mr Gwindi said the document raised key issues that required remedial action.

Councillors who attended the meeting agreed the report was harsh but represented a true picture of the situation in council. The report describes Mr Masunda as a man “unsure of which and whose agenda to drive”.
They said because of that confusion questions abound as to who Mr Masunda is accountable to. “The current office bearer appears predisposed to the old school of divide and rule, pitting both groups of appointed special interest councilors and ward councillors between and amongst themselves,” the councillors said.

They accused Mr Masunda of having a “look backward policy which has permeated the thinking of councillors”.
