Councillors unhappy with mayor

Mr Masunda, however, dismissed the councillors’ concerns over his management style, saying when he was appointed in 2008 he made it clear he would meet all stakeholders that include Upfumi Kuvadiki as part “of our open door policy which helps to keep our fingers on the pulse of what is happening within greater Harare”.
He said he had not made any binding decision with Upfumi Kuvadiki. He is meeting the group again on January 16.

“I am seized with all those issues. I would like to assure the councillors concerned that the matters complained of are receiving attention through the normal channels,” he said.
“While I appreciate the legitimate interest which various stakeholders have in the EasiPark issue as well as the town clerk’s contract of employment, councilors must surely understand that debate over such matters cannot and should not be done through the media.”

Chairman of the business committee Clr Thomas Muzuva said the city’s secondment to EasiPark, Mr Paul Dhliwayo, had been denied access to the company’s financial transactions.
“He only has a chair and desk. The city will never know how much was made during the last three months of partnership with EasiHold,” he said.

Council has already notified EasiHold, its partner in the EasiPark deal, that it wants to terminate the deal by March.
Mr Dhliwayo replaced Dr Gadzamoyo Dewah who was suspended from EasiPark recently on allegations of financial indiscipline.

Councillors were also worried that contracts of employment of a number of directors, including that of town clerk Dr Tendai Mahachi were expiring in the first quarter of the year, beginning next month.
The next full council meets on February 25 and there have not been any binding council resolutions on arising issues since December last year.

Mr Masunda said the duration of the council break could be revisited.
“In so far as the duration of the recess is concerned, it is up to us as a council to cut it short if we so wish,” he said.
