Councillors want management salaries made public

about US$22 000 per month.
A full council meeting on Thursday urged Mayor Muchadeyi Masunda and his Deputy Clr Emmanuel Chiroto to publicise the benefits enjoyed by the city’s top managers.
The calls by the councillors come in the wake of revelations that Chitungwiza council management awarded a 132 percent salary increment to top managers without approval. Some of the top officials were reportedly being paid up to US$32 000 per month.
Chairman of Harare’s finance committee Clr Friday Muleya, reintroduced the subject arguing that residents were worried they were being made to pay huge bills to sustain the high salaries paid to management.
“As chairman of finance I do not even know the executive payroll. Even the chairman of the human resources committee (Clr Masiye Kapare) does not know. These are public funds from residents,” he said.
Special Interest Clr Lisbon Marufu wanted the matter discussed in committee away from media glare.
However, Clr Wellington Chikombo said since the funds used to pay the packages were “public funds” hence the matter should be exhausted openly.
Clr Job Mbadzi said residents were refusing to pay bills because of the high salaries reportedly paid to senior managers. Mr Masunda promised to make available the information but warned that councillors should not disclose the information to the public. He said the executive payroll constitutes two percent of the total salaries budget.
