Creating posterity through youth empowerment strategy

The National Youth Empowerment Strategy (NYES 2026–2030) is the Ministry of Youth Empowerment, Development and Vocational Training’s most ambitious framework yet for transforming the Zimbabwean youth into the vanguard of national development.

It is not a slogan but a comprehensive programme that integrates skills training, financial empowerment, civic education and governance participation, ensuring that young people are positioned as the builders of Vision 2030.

The youth of Zimbabwe are the majority of the population, the living flame of the nation’s future. NYES recognises this demographic reality and transforms it into a political and economic mandate. It declares that every young Zimbabwean must be equipped with the tools of sovereignty such as education, enterprise and civic consciousness.

As Minister Tatenda Mavetera recently emphasised, “Our youth must not be passive recipients of opportunity but active creators of prosperity.”

At the heart of NYES lies vocational training and skills development. This is not simply about teaching trades but  it is about aligning education with the demands of modern industry. Young people trained in ICT are being prepared to lead fintech startups, digital commerce platforms and cybersecurity firms. Those trained in agriculture are being equipped to run climate-smart farms, mechanised cooperatives and agro-processing plants.

As Minister Anxious Masuka explained, “When youth enter agriculture, they do not enter as subsistence farmers but as agribusiness leaders who secure food sovereignty.”

EmpowerBank plays a catalytic role in this strategy. It is the financial spearhead that translates vision into capital. By offering loans, grants and financial literacy programmes, it ensures that youth entrepreneurs are not suffocated by lack of resources.

A young miner in Zvishavane can now access capital to establish a lithium processing plant, while a youth cooperative in Chiredzi can secure funding for irrigation schemes. This is not abstract finance but it is the lifeblood of enterprise. Minister Mthuli Ncube has stressed that “EmpowerBank is not just a bank, it is the treasury of youth ambition.”

The Minister of Youth Empowerment, Development and Vocational Training, Hon. Tino Machakaire has always said that opportunities under NYES are vast and transformative. In mining, youth are being positioned to own multimillion-dollar processing plants, refineries and export companies.

The appointment of Dr Polite Kambamura as Minister of Mines and Mining Development has brought renewed emphasis on beneficiation. He has declared that “Youth must be at the forefront of lithium processing, gold refining and platinum beneficiation, for these are the industries that will define Zimbabwe’s economic sovereignty.” This means that young miners are not relegated to artisanal pits but are being trained and financed to run industrial-scale operations that comply with statutory instruments and modern safety standards.

In ICT, youth startups are being supported to innovate in fintech, e-commerce and artificial intelligence.

These are not marginal ventures but enterprises that connect Zimbabwe to the global digital economy. A young developer in Harare can now build platforms that rival international firms, supported by innovation hubs and government-backed incubators.

In tourism, youth are being encouraged to establish lodges, resorts and travel companies. This is not simply about hospitality, it is about cultural sovereignty. By owning the narrative of Zimbabwe’s heritage sites such as Great Zimbabwe and Victoria Falls, youth entrepreneurs ensure that tourism revenues flow into local communities. Minister Barbara Rwodzi has noted that “Tourism must be indigenised, and youth must be the storytellers of our national beauty.”

In health, NYES envisions youth as doctors, nurses and pharmaceutical innovators. This is not only about employment but about national productivity. A healthy youth population is a productive workforce and young professionals in health ensure that Zimbabwe’s human capital is strong.

Civic education is the ideological weapon of NYES. It ensures that youth are not passive recipients but active participants in governance. It teaches them the significance of sovereignty, the importance of democracy and the value of participation. Vice President Kembo Mohadi has declared that “Civic education is the shield of democracy, for without knowledge the youth cannot defend sovereignty.” This means that young people are being trained to understand policy, to engage in parliamentary processes and to participate in local governance.

Philosophers have long recognised the centrality of youth. Aristotle wrote that “Youth are the hope of the future, for they carry the ideals of courage and the strength of renewal.” Frantz Fanon declared that “Every generation must discover its mission, fulfil it, or betray it.” Kwame Nkrumah insisted that “The independence of one nation is meaningless unless it is linked with the total liberation of Africa.”

These words dovetail with NYES, for Zimbabwe’s youth are discovering their mission, fulfilling it through empowerment and linking it to continental sovereignty.

NYES is not the responsibility of one ministry but of all. Finance ensures funding, Agriculture ensures food security, Mines ensures beneficiation, ICT ensures digital empowerment, Tourism ensures cultural expansion, Health ensures productivity, Education ensures skills, and Youth Empowerment coordinates and deploys. This integrated approach ensures that youth empowerment is not a slogan but a reality.

The National Youth Empowerment Strategy 2026–2030 is the promise that ensures that Zimbabwe’s future is built today. It equips youth with skills, resources and opportunities. It integrates ministries, finances projects and mainstreams empowerment. It ensures that youth are active participants in governance, in economy, in sovereignty. It is the manifesto of the future, the architecture of renewal, the heartbeat of Zimbabwe.
