DPM Mutambara blasts Green Fuel over delays

DPM Mutambara said the investor, Green Fuel, was taking long to append its signature on an agreement they secured with the Government, thereby straining the patience of the Government.

He was responding to a question from Zengeza East MP, Mr Colleen Gwiyo (MDC-T), who wanted him to update the House of Assembly on the Chisumbanje project considering that he had been steering a Cabinet Committee on the project.

DPM Mutambara said Government took a final position considering all competing interests, that of the community, investor and national interest.

“What is holding us back is the investor, Green Fuel, they haven’t signed up and as Government we are saying shape up or ship out, no more negotiations,” said DPM Mutambara.

He said a lot of negotiations were carried out with the Government, but Green Fuel was still to sign the agreement.

Responding to another question, Youth Development, Indigenisation and Economic Empowerment Minister, Saviour Kasukuwere said the deal struck between his ministry and Brainworks, a consutant firm on indigenisation, was above board.

Mazowe Central MP Mr Shephered Mushonga (MDC-T) had asked him whether or not the decision to award Brainworks a contract to deal with the Zimbabwe Platinum Mines indigenisation deal was done with the concurrence of the State Procurement Board.

Mr Mushonga also asked why the ministry resisted efforts by the Zimbabwe Anti-Corruption Commission to carry out searches at the National Indigenisation and Economic Empowerment Board.
Minister Kasukuwere said the board had an obligation to advise the minister on a consultancy firm that should be engaged.

“Our programmes, our board, are available for scrutiny by anybody, but if it is done in a manner that destabilises the whole agenda…we will not allow the derailment of the national programme,” said Minister Kasukuwere.

He said ZACC came to their offices with defective documents and with “dirty hands” as well, something he said could not be allowed.

The private media claimed that Minister Kasukuwere awarded Brainworks Capital Investment a multi-million dollar contract to handle the indigenisation programme on the Zimbabwe Platinum Mines Limited without going to tender.

It had been reported that the company was verbally appointed as financial consultant of several indigenisation deals, including the $971 million deal with Zimbabwe Platinum Mines Limited (Zimplats), and one for US$550 million with Mimosa Mining Company.

Responding to another question, Minister Kasukuwere said the indigenisation law was irreversible and had transformed the lives of several people.

He was responding to a question from Zvimba East MP, Cde Patrick Zhuwao (Zanu-PF) who wanted him to comment on comments attributed to Prime Minister Morgan Tsvangirai that he will reverse the programme in the event that he wins elections expected before or on July 31.
