EFF Zimbabwe backs CAA3, urges focus on development

THE Economic Freedom Fighters (EFF) Zimbabwe has endorsed the Constitutional Amendment Act No. 3 (CAA3), urging Zimbabweans to respect the law following the completion of the constitutional legislative process and shift national attention towards economic development and service delivery.

In a statement, EFF Zimbabwe president Mr Innocent Ndibali said CAA3 had now become part of the country’s legal framework after it was debated and approved by Parliament and the Senate before being assented to by President Mnangagwa on July 7.

“The Zimbabwe Economic Freedom Fighters (EFF Zimbabwe) acknowledges that the Constitution of Zimbabwe Amendment Bill (No. 3) Act, 2026 (CAB 3) has completed the constitutional legislative process.

“It was debated and approved by Parliament and the Senate… before being assented to by His Excellency President Emmerson Mnangagwa on 7 July 2026, making it part of the law of Zimbabwe,” said Mr Ndibali.

Although the party is not represented in Parliament or Government, Mr Ndibali said EFF Zimbabwe remained committed to constitutionalism, democracy and the rule of law.
“While EFF Zimbabwe is not represented in Parliament or Government, we remain unwavering in our commitment to constitutionalism, democracy and the rule of law. In every constitutional democracy, respect for the law is a cornerstone of national stability.

“We therefore call upon Zimbabweans to respect the law as it stands while continuing to exercise their constitutional rights peacefully and democratically,” he said.
Mr Ndibali said the country should now move beyond constitutional debates and concentrate on addressing bread-and-butter issues affecting ordinary citizens.

“The nation must now turn its attention towards rebuilding the economy, creating jobs, improving public services and restoring hope to millions of citizens. Zimbabwe has spent too many years divided by political conflict while ordinary people continue to struggle with unemployment, poverty, inadequate health care, poor roads and under-resourced schools. The time has come to place the interests of the people above partisan politics,” he said.

He called on elected public officials to serve all Zimbabweans regardless of political affiliation.

“EFF Zimbabwe calls on every Member of Parliament, Senator and local authority representative to serve all citizens, regardless of political affiliation.
“Leadership is not about rewarding supporters and punishing opponents; it is about delivering development, ensuring accountability and improving the lives of every Zimbabwean,” said Mr Ndibali.

Mr Ndibali said a vibrant democracy required a constructive opposition that places national interests ahead of partisan considerations.
“We also believe that a strong democracy requires a responsible and constructive opposition.

“The role of the opposition is to hold the Government accountable, scrutinise public policy and offer practical alternatives that improve people’s lives, not to oppose progress simply for political gain. National interest must always come before partisan interest,” he said.

He welcomed ongoing development programmes across the country and encouraged the Government to accelerate infrastructure development, strengthen the health sector, improve education, support agriculture, industrialise the economy and create sustainable employment opportunities.

“EFF Zimbabwe welcomes genuine development taking place in various parts of the country and encourages the Government… to accelerate infrastructure development, strengthen the healthcare system, improve education, support agriculture, industrialise the economy and create sustainable employment opportunities for our people,” he said.

Mr Ndibali also urged the Government to prioritise vulnerable groups, including widows, children, pensioners and persons with disabilities, saying the party remained ready to engage all stakeholders in promoting economic freedom, black economic empowerment, investment and inclusive national development.

On calls for a national shutdown on July 31, the EFF Zimbabwe leader said his party would not participate, describing the action as counterproductive.
“EFF Zimbabwe will not be part of the shutdown called for 31 July 2026. We view it as counter-productive and misdirected.
“Our people cannot afford another day of lost wages, closed clinics and shuttered businesses.

“We fight for economic freedom through organisation, not through actions that hurt workers the most,” he said.
Mr Ndibali said Zimbabwe’s future depended on unity and collective efforts to build a prosperous nation.

“Political differences should never prevent us from working together where the interests of Zimbabwe are concerned.
“Patriotism means putting Zimbabwe first. Our vision remains clear: a united, prosperous and economically empowered Zimbabwe where every citizen has an equal opportunity to succeed,” he said.
