Justices Joseph Musakwa and Yunus Omerjee, sitting as the Appeals Court, recently upheld the lower court’s decision.
The High Court said reasons for the dismissal would be availed later.
Govera was slapped with a wholly suspended sentence after being convicted by a Harare regional court in 2008.
In his appeal, Govera argued that the magistrate wrongly convicted him and that the sentence should be nullified.
He said the trial court decided not to consider evidence that exonerated him.
Govera was convicted of soliciting and receiving a bribe from Delatfin Investments director Mr Felix Munyaradzi.
Delatfin had been awarded a tender to repair council’s earthmoving equipment but payment was late.
Govera then demanded Z$4 billion from Mr Munyaradzi to facilitate speedy payment for the services.
He was initially charged along with two council officials, Renias Mutati and Titus Muzindi, who were subsequently cleared of any wrong-doing due to lack of evidence against them.-
