Govt to integrate forfeited assets into national Treasury

Government has assured the public that more than US$200 million in forfeited criminal assets will be managed with strict transparency as the State intensifies its campaign to recover proceeds of crime.

The announcement follows a report from the National Prosecuting Authority of Zimbabwe (NPAZ) detailing the successful recovery of illicitly acquired assets over the last five years.

The recovery, achieved during the 2021–2025 strategic period, was executed through a series of aggressive forfeiture and preservation orders supported by the Zimbabwe Anti-Corruption Commission (ZACC) and the Zimbabwe Republic Police (ZRP).

In an interview on Thursday, Finance and Investment Promotion Minister, Professor Mthuli Ncube, said all forfeited assets are being integrated into the national treasury under the framework of the Public Finance Management Act.

“I cannot give you details on that specific disposal process or usage, but you can be sure that once the funds are within the coffers of Government, they will be used properly in line with the Public Finance Management Act,” Professor Ncube said.

The Minister also stressed that Treasury is bound by constitutional accountability to both Parliament and the citizenry.

“We follow a cash budgeting system.

“We live within our means. We can be sure that we’ll apply this properly to the economy,” he added.

A significant portion of the recovered wealth stems from high-profile corruption cases, most notably that of former Zimbabwe National Road Administration (ZINARA) chief executive, Frank Chitukutuku.

Chitukutuku forfeited more than US$20 million in movable assets and corporate interests after the Supreme Court dismissed his appeal against a High Court order.

The court found that Chitukutuku, who earned a monthly salary of approximately US$8 500, could not justify the acquisition of his sprawling estate through legitimate income.

The seizure includes major Champions Insurance shareholdings, a commercial farm in Goromonzi, and a vehicle collection spanning luxury SUVs (Range Rover, Land Cruiser) and heavy machinery (Mazda T35 trucks and tractors).
