GOVERNMENT must prioritise the completion of stalled or ongoing infrastructural development projects before embarking on any new initiatives, Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, has said.

Under the Second Republic, the Government is advancing transformative infrastructure projects across the country, which are at various stages of implementation to support the attainment of world-class infrastructure standards by 2030.

The Infrastructure Development Fund was established to mobilise additional financing from domestic, regional and international institutions, leveraging identified revenue streams to accelerate rehabilitation and development.

Speaking during the Office of the President and Cabinet strategic review workshop in Mutare on Thursday, Dr Rushwaya said the objective was to convert existing public investments into completed infrastructure, improved services and tangible benefits for citizens.

“Strategic thrust for the 2027 fiscal year for planning to prioritise delivery: The 2027 strategic thrust must focus on three priorities. The first one is prioritisation and completion of stalled projects. Government must prioritise the completion of stalled and ongoing projects before embarking on new initiatives,” he said.

“MDAs must identify projects with substantial public resources already committed, assess outstanding requirements and incorporate priority projects into their 2027 plans and budgets.

“Deputy Chief Secretaries working with the heads of ministries must establish mechanisms for monitoring project implementation and identifying necessary interventions. Priority must be given to projects with significant economic and social benefits that can realistically be completed within defined timelines.

“The objective is to convert existing public investments into completed infrastructure, improved services and tangible benefits for citizens.”
