Harare crafts turnaround plan to improve service delivery

City of Harare has begun crafting an Operational Stabilisation Turnaround Plan (OSTP) aimed at accelerating service delivery, restoring operational efficiency and rebuilding public confidence in the local authority.

Speaking during a consultative workshop for directors and managers, Town Clerk Advocate Warren Chiwawa, said the plan would provide a practical roadmap to improve the city’s performance while complementing its 2026–2030 Strategic Plan.

“I wish to begin by thanking you all for taking the time to participate in this strategic engagement,” he said.

“Your presence here reflects our collective commitment to improving service delivery and repositioning the City of Harare as a Liveable and Smart City of Choice.”

The move comes after Local Government and Public Works Minister Daniel Garwe instructed all councils that were underperforming to bring their turnaround strategies within 14 days.

Adv Chiwawa revealed that the initiative stemmed from a comprehensive assessment undertaken when he assumed office.

“When I assumed office, one of my immediate priorities was to undertake a comprehensive assessment of our operational environment and identify interventions necessary to stabilise Council operations and accelerate service delivery,” he said.

He added that the OSTP would not replace the city’s long-term strategy but would focus on delivering measurable results.

“The OSTP is not intended to replace our 2026–2030 Strategic Plan. Rather, it is an implementation-focused instrument designed to accelerate execution, restore operational efficiency, strengthen accountability and deliver visible improvements in service delivery within a defined timeframe,” he said.

Adv Chiwawa urged managers and directors to contribute meaningfully to the plan, saying: “The success of any turnaround programme depends on collective ownership and practical input from those responsible for implementation.”

He added that once consultations are complete, all recommendations would be incorporated into the final document, which will guide implementation across the local authority.
