Harare Residents Trust calls for a better performance from Harare City Council

The Harare Residents Trust has called for transparency and accountability in the City of Harare, especially in the procurement and housing departments.

Harare Residents Trust director, Mr Precious Shumba, said the council’s housing waiting list should be digitised.

“The whole process of allocating housing stands should be digitised to remove too much manipulation by housing department officials,” he said.

Mr Shumba said more funds have to be allocated towards health service delivery, especially the procurement of ambulances.

“Staff who are working in the health department, especially the council’s health institutions, should be given more incentives,” he said.

Mr Shumba said council workers should be given better working conditions and tools to use in their workplaces, especially district officers, waste management, water and sewerage divisions.

He said that for much of 2025, these key functions were hindered from executing their public mandate due to misplaced priorities by responsible officials.

Mr Shumba urged the council to fill all vacant positions, especially heads of departments and managers.
