Human capital is central to national socio-economic development and satisfying the need for skilled creators and innovators, Higher and Tertiary Education, Innovation, Science and Technology Development Minister Simelisizwe Sibanda has said.
He was speaking during Kushinga Phikelela Polytechnic’s 38th graduation ceremony in Marondera.
“Human capital development stands at the very heart of national socio-economic development,” he said.
“The demand is no longer just for workers but for creators, skilled architects of industry. With Zimbabwe aspiring to become an upper-middle income economy by 2030 our ability to cultivate a workforce that is technically proficient and solution-oriented is crucial,” he said.
Dep Minister Sibanda said the country must invest boldly in human capital, advocating for strategic partnerships with industry to ensure graduates are practically equipped for the job market in line with the theme of this year’s graduation, “Heritage-Based Human Capital Development for Innovative and Industrialised Communities, that reflects the importance of integrating cultural identity with modern technology in education.
“The Graduate Employment Creation and Development Programme (GECDP) aimed at bridging the gap between graduation and employment, will enable graduates to contribute meaningfully to the economy while honing their skills in real-world context,” he said.
“In a commitment to inclusive education, the ministry has expanded access through the work-for-fees model, allowing students to support their education through institutional operations. This promotes a culture of responsibility, dignity, and mutual empowerment.”
Dep Minister Sibanda highlighted the industrialisation agenda through offering training in various trades under the Integrated Skills Outreach Expansion Programme (ISOEP). Under the initiative, community members are identified and enrolled into the programme, where they receive theoretical and practical lessons under the supervision and assessment of polytechnics.
The idea is to strengthen their competencies and enhance their skills. Upon completion of the programme, participants are evaluated by the Industrial Trade Testing Department and awarded a skilled worker classification.
“Today, the celebration of a significant infrastructural achievement at Kushinga Phikelela Polytechnic is the completion of a new 200-bed girls’ hostel,” he said.
“This facility is more than just a building; it symbolises our commitment to inclusive education and gender equity. By providing safe, dignified, and accessible accommodation, we are breaking down barriers to participation and enabling more young women to pursue their academic and entrepreneurial aspirations,” he said.
“Every learner, regardless of their ability, must be empowered to flourish and actively contribute to national development. Graduands, you stand at the intersection of tradition and transformation. You are the custodians of our heritage and the architects of our industrial future.
“As you step into the world, carry forward the values of innovation, resilience, and cultural pride. Let your work reflect the richness of our identity and the promise of our potential.”
Meanwhile, Kushinga Phikelela Polytechnic principal Mr Dad Mavunga said by producing a skilled, competent, and innovative workforce in line with the national philosophy of heritage-based 5.0, they are striving to produce graduates who live up to this expectation in the creation and production of goods and services through applied innovation skills.
“This year’s theme is ‘Heritage-Based Human Capital Development for Innovative and Industrialised Communities’,” he said.
“It is in harmony with His Excellency the President, Dr ED Mnangagwa’s Vision 2030 of an upper-middle-income society by 2030.
“It also aligns with the mantra of leaving no one behind. Our inclusive curriculum ensures access for students from disadvantaged backgrounds and those living with disabilities, reinforcing our commitment to inclusive national development.”
