KOMBIS TO PAY RANK DEVELOPMENT FEE

KOMBI operators are going to pay a fee for the development of ranks in Harare.

The kombi operators met Harare Mayor Jacob Mafume in the capital yesterday.

Mafume said there was a need to come up with a mechanism to find ways to improve the ranks within the city.

“We are going to be levying a rank development fee from the kombis,” he said. 

“We will reduce the annual or quarterly rank that they have been paying in favour of the rank fee or a development fee that will be a dollar that will be paid at a particular rank for development.”

Yesterday’s meeting is part of efforts to try and bring back sanity to the transport system within the city.

Mafume said there was need for the implementation of transport associations, which will be operating under a constitution.

“The purpose of this meeting was to try and see how we can deal with the transport jungle that Harare has become,” said the Mayor.

“We were also trying to see how we can bring order to the transport system and also how we can also deal with the National Transport Association, that is the intercity associations, so we have agreed on a number of issues that we are going to be operating from.

“We will make sure that intercity buses no longer operate from town because that was a measure that came about during the Covid period when ZUPCO was operating in full force.

“Now that ZUPCO is not operating in full force, these transport operators are no longer franchised with ZUPCO, so they have to go back to the system were they have to collect people not from town but they will collect from ranks.”

He added:

“We are also going to register the associations that will be operating within town and no operator will operate without them belonging to an association and complying with the rules of these associations.

“We are going to limit the number of associations annually, which is going to be reviewed and the associations are going to agree to a constitution.

“We are also going to come up with environmental measures in terms of how we are going to make sure that our environment is clean around the ranks and everywhere else.”
