Legislators summoned to resume sitting

In a statement yesterday Clerk of Parliament Mr Austin Zvoma said following representations from President Mugabe, Parliament’s presiding officers, in terms of Standing Order 187 and 194 of the Senate and the House of Assembly, recalled the Senate and House of Assembly to resume sitting.

“The recall will enable Parliament to consider the ratification of agreements and urgent public business.

“Therefore, all MPs are expected to attend Parliament from Tuesday the 7th of August 2012,” Mr Zvoma said.

Parliament had adjourned to September 3 after passing the Electoral Amendment Bill, the Zimbabwe Human Rights Commission Bill and the Older Persons Bill.

Both the Upper and Lower Houses were expected to resume with the official opening of the Fifth Session of the Seventh Parliament.

Initially the official opening was scheduled for 24 June, but was postponed indefinitely.

The Fourth Session of the Seventh Parliament only passed three Bills from the 23 that were announced by President Mugabe last year when he officially opened the session.

Parliament also passed the Finance and Appropriation Bills to amend the changes to the 2012 national budget following revisions made by Finance Minister Tendai Biti in the Mid-Term Fiscal Policy review when he cut the initial $4 billion budget to $3,5 billion.

Only five Bills were presented before the House with two of them being a Private Members Bill brought in by MDC-T chief whip Mr Innocent Gonese and the Urban Council’s Amendment Bill brought in by Masvingo legislator Mr Jeffryson Chitando.

The other Bill is the National Incomes and Pricing Commission Amendment Bill.

Some of the Bills announced by President Mugabe include the Zimbabwe Income Tax Amendment Bill, Exploration Corporation Bill, Zimbabwe Border Post Authority Bill and the Food Control Bill.
