Government is concerned with local authorities that are channelling meagre resources towards service delivery while prioritising the well-being of top managers, a senior Government official has said. Speaking at the Local Government Capacity Assessment report presentation, Local Government, Public Works and National Housing secretary Mr Killian Mupingo, said Government expected local authorities to put service delivery first.
“The truth of the matter is that central Government is concerned about service delivery. Expectations are that you put more effort in terms of service delivery but the situation as it stands is that the meagre resources which local authorities get are being channelled to the well-being of managers.
“Make sure you are earning reasonable salaries. We shall keep communicating with you to ensure Government position is implemented,” he said.
Mr Mupingo called for good corporate governance and transparency in local authorities.
He said within a fortnight some of the authorities would be getting graders from Zinara which would assist in road construction and maintenance.
Mr Mupingo called on local authorities to share their experiences so as to be more effective.
“As long as we remain in isolation our collective impact of our ministry will not be felt,” he said.
The study which was carried out by Development Governance Institute (deGI) contracted by the then Ministry of Local Government, Urban and Rural Development found out that as a sector, the local government system still has a number of experienced professionals across all senior positions in Government and Councils.
A survey result showed that 64,3 percent of councils had experienced and qualified staff in critical positions.
