adminMunyonga (58) was not formally charged when he appeared before Harare magistrate Ms Anita Tshuma who remanded him out of custody to April 16 on US$100 bail.
He was also ordered to report once a week at CID Frauds.
Munyonga is an operations manager in charge of roads and his duties include approving site plans and supervision and development of roads.
The complainant in the matter is Engineer Mutimkulu, who is a manager in charge of roads and public lighting.
Prosecutor Mr David Magwegwe alleges that Munyonga, who is one of the directors of Demax Services, secured a verbal contract to service TPX1319 housing consortium in Budiriro.
After being awarded the contract, it is alleged, Munyonga, acting as director of the said company, hired his subordinate, Fasiyo Mkombedza, to draw the site plan of TPX1319 without disclosing his interest to him.
Acting in his capacity as the council operations manager in charge of roads, Munyonga approved the drawings of the site plan and after the approval he engaged his company to service TPX1319 Housing Consortium as per approved plan.
In February last year, it is alleged, Munyonga was made to sign a code of conduct which prohibits conflict of interest while his company was still servicing the housing consortium and he failed to disclose his personal interest to his principal.
Work on the project was completed in May 2011.
