MANGWE Rural District Council chief executive officer Nketha Mangoye Dlamini has resigned after he was suspended for allegedly violating tender procedures.
Dlamini, who served for 10 years at the local authority, was suspended for a month for allegedly unprocedurally awarding a tender for road maintenance works to Enfund Construction Company.
Mangwe Rural District Council chairperson Roland Mafesi Ncube said an investigation into the anomaly was underway.
He said councillors had agreed at a full council meeting to suspend the CEO as well as Roads Works and Planning Development head of department, Irvine Ncube.
“The CEO has resigned and this was after we had issued him with a one month suspension together with Roads department HOD, Irvine Ncube over an unprocedural manner of issuing a tender.
“Prior to the suspension, the council received an anonymous letter which had been directed to the Zanu-PF office in Plumtree where ratepayers in Mangwe were calling on the revolutionary party officials to investigate a tender which had been issued,” Ncube said.
He said Dlamini’s suspension was in connection with the planned construction of a 10 kilometre stretch of the Plumtree- Manyalala Road.
He said an advertisement was placed in newspapers for the tender but councillors did not get any feedback.
Ncube said a committee was then formed to investigate the allegations and discovered that $40,000 had been allocated towards rehabilitating the road but Dlamini had gone on to issue the tender for $65,000 without the knowledge of the councillors.
He said the committee also learnt that the company which had been awarded the tender was not capacitated to perform the work as it did not have the necessary equipment to perform the road works.
Dlamini, however, said he had resigned as he had his sights on another career path. He said he was in the process of engaging lawyers over his suspension.
