Mayor Masunda goes further to name the councillors he wants fired.
“These councillors are Messrs M.H Allana, K. Kuchekwa. A.B Martens, M. Mudukuti, S.I Mutumbwa and C. Nyachowe.
“I humbly beseech you to consider revoking their appointments and replacing them with persons of your own choice drawn from special interest organisations such as the Zimbabwe National Chamber of Commerce,

Zimbabwe Institute of Engineers, Institute of Chartered Accountants of Zimbabwe, Institute of Chartered Secretaries and Administrators of Zimbabwe.”
Mayor Masunda suggested the minister could also rope in personnel from the Institute of Valuers and Estate Agents, Zimbabwe Medical Association, Confederation of Zimbabwe Industries, Motor Industry Association of Zimbabwe, Institute of Architects of Zimbabwe, Zimbabwe Union of Journalists among others.

“As you are no doubt aware, the majority of the eight standing committees of council are technical in nature. “In the circumstances, the business done by the standing committees concerned would be executed more expeditiously if you were to take heed of my humble recommendation to you.”

The mayor said taking such measures would help improve service delivery.
“At the risk of stating the obvious, the fundamental issues which are crying out for urgent attention are completely devoid of any “isms”.

“In the circumstances, we need to harness into council’s committee system the intellectual capital which the City of Harare has in such abundance,” he wrote.
Minister Chombo has since responded to the mayor indicating that the special interest councillors were highly qualified.

“The special interest councillors are highly qualified, relevant, experienced and exposed. I stand behind them because they are good and dedicated. It is those MDC councillors who were elected who lack depth,” he said.
