Mutasa warns errant members

of provincial chairpersons to stop this, saying they should respect the party’s constitution.
Cde Mutasa said some senior members were now “running” provinces, a duty reserved for provincial chairpersons. Others, he said, were presiding over meetings that should be chaired by the provincial chairmen.

This, he said, was in violation of Article 12 Sections 83(1), 87 and 97 (1) of the Amended Zanu-PF constitution. Most of the accused persons were National Consultative Assembly, Central Committee and Politburo members.
“In terms of the Zanu-PF amended constitution, the provincial chairman is the one mandated to chair the provincial co-ordinating committee which meets once every three months or as the situation may demand from

time to time at the instance of the chairman, the provincial executive council or at least one third of members of the central committee and the national consultative assembly in the province,” he said.
Cde Mutasa said provincial chairpersons should also preside over the deliberations of the joint provincial council, which meets at least twice a year.

“In addition, the provincial chairman also presides over the meetings of the provincial executive council, the provincial co-ordinating committee and the provincial inter-district conference,” he said.
He urged senior party members to desist from the practice of “directly” running provinces and should “always” advise the provincial executive council members and remain the point of appeal in case of any problems in the province.

“Senior leaders should educate, guide, advise and direct the provincial executive council members on the matters of ideology and policies of the party,” said Cde Mutasa.
“The provincial executive members are also reminded that they should continue to respect and consult the senior leadership of the party in their provinces.”
