THE National Development Strategy 1 (NDS1) was a key enabler in the implementation of various ICT sector developments throughout the country, Minister of Information Communication Technology, Postal and Courier Services Tatenda Mavetera has revealed.
NDS1 charted policies, institutional reforms and national priorities from 2021 to 2025 to achieve an upper-middle-income economy under Vision 2030.
NDS1 was the second step of the Second Republic’s drive to attain Vision 2030 and succeeded the Transitional Stabilisation Programme (TSP), which ran from October 2018 to 2020.
The third step is the recently launched National Development Strategy 2 (NDS2), to be implemented from 2026 to 2030.
Addressing hundreds of people at the World Post Day commemorations recently held in Nyamandlovu, Minister Mavetera said the country’s development frameworks have been key to the success of the ICT sector.
“Our national development frameworks guide the transformation we celebrate today. NDS1 strengthened ICT infrastructure, promoted e-government, accelerated digital skills development, and expanded access to internet services through Digital Centres.
“Recently launched by His Excellency, President Mnangagwa, NDS2 emphasises modernising postal and courier services, expanding digital inclusion, enhancing cybersecurity, and strengthening innovation ecosystems,” said Minister Mavetera.
She said the postal and courier sector is therefore a key pillar in achieving Vision 2030.
“Our Digital Centres—formerly Community Information Centres—are no longer places for postal transactions.
“They are now nerve centres of digital excellence, offering digital literacy training, e-commerce support, internet and ICT access, AI and coding exposure, youth empowerment programmes and entrepreneurship development,” said Minister Mavetera.
