New era for monitoring, evaluation beckons

A HOME-grown, real-time monitoring and evaluation dashboard, which has been adopted by the Government to track its programmes and projects under one roof, will be officially launched by President Mnangagwa before the end of the year.

The Office of Vice President Kembo Mohadi, in partnership with Bindura University of Science Education (BUSE), developed Chiringa Monitoring and Evaluation Dashboard, which will be used to monitor programmes and projects in real time.

Officially launching the Monitoring, Evaluation and Learning Awareness Campaign in Harare yesterday, Vice President Mohadi revealed that the dashboard is expected to be officially launched by President Mnangagwa.

“My office, in partnership with Bindura University of Science Education, has developed the Chiringa Monitoring and Evaluation Dashboard that is based on real time and has since been adopted by Government to be the main instrument to be used by all Government institutions in monitoring all programmes and projects under one roof.

“Allow me to express my profound appreciation to the Permanent Secretary in the Office of the Honourable Vice President KCD Mohadi, Dr Dube, for initiating such a robust home-grown solution to our perennial challenges in Zimbabwe.

“Chiringa Dashboard will soon be launched by His Excellency, President Mnangagwa before the end of this year,” he said.

VP Mohadi said since the Second Republic embarked on a national transformation agenda in 2017, grounded on infrastructure development, economic revitalisation, inclusive social services, and equitable governance, the country’s GDP has doubled from US$22,04 billion to a projected US$44,4 billion this year.

He said the milestone was achieved through working hand-in-hand with development partners and other stakeholders.

“Working hand-in-hand with our development partners and other relevant stakeholders, many of whom are present today, we have embarked on a national transformation agenda grounded on infrastructure development, economic revitalisation, inclusive social services, and equitable governance.

“On the economic front, our GDP has doubled since 2017 from a rebased figure of US$22,04 billion to a projected US$44,4 billion by 2025,” he said.

VP Mohadi indicated that economic growth creates fiscal space, improves the debt profile and attracts investors – which are all critical elements for sustainable development.

“Equally visible are the landmark infrastructural projects completed under NDS1 (National Development Strategy): roads, dams, airports, water systems, universities’ innovation hubs and industrial parks.

“Signature projects such as the Beitbridge Border Post Modernisation, RGM International Airport upgrade, and Harare-Beitbridge Road rehabilitation stand as visible testaments to the progress we are achieving under His Excellency, President Mnangagwa’s administration.

“Importantly, these are not just brick-and-mortar achievements – they are instruments of empowerment, connectivity, productivity and hope,” he said.

VP Mohadi said the Second Republic’s commitment to mining and beneficiation, modernisation of health facilities, school construction, youth and women empowerment programmes and unwavering dedication to devolution reflects a Government working for its people.

He said devolution, in particular, has emerged as a vital tool for enhancing citizen participation, addressing regional inequalities and deepening local accountability.

“However, progress must be guided by evidence. We cannot afford to build blindly. We must ask: Are we making the desired impact? Are we reaching the most vulnerable? Are we using resources efficiently and effectively?

“These are the fundamental questions that monitoring, evaluation, and learning help us answer,” he said.

VP Mohadi commended the Office of the President and Cabinet, development partners and other stakeholders for spearheading the awareness campaign, urging them to use the platform to share insights, build capacities and ignite a national culture of evidence-driven development.

Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, said the Government is currently assessing the home-grown monitoring and evaluation dashboard in the Social Services Cluster under the purview of Vice President Mohadi.

“These efforts are focused on the integration of monitoring functions into the broader Chiringa platform, enhancing its utility across multiple sectors.

“A holistic approach will entail integrating all fragmented and siloed systems to eliminate unnecessary data gaps and promote a single source for systematic planning, budgeting, and MEL,” he said.

Dr Rushwaya said the recently completed Government Enterprise Architecture (GEA) provides the framework for interoperability and integration of M&E systems across MDAs, which will be centrally hosted at the National Data Centre.
