In a move aimed at accelerating the adoption of electric vehicles (EVs) and green energy infrastructure, Government has gazetted new customs and excise regulations that offer duty rebates on equipment and machinery used in the construction of solar-powered charging stations.
The new measures were announced by Finance, Economic Development and Investment Promotion Minister Professor Mthuli Ncube in the government gazette under Statutory Instrument 35 of 2025.
According to the new regulations, only licensed and approved importers by the Zimbabwe Energy Regulatory Authority (ZERA) will be eligible for the rebate.
The incentive covers goods falling under specified commodity codes, provided they are used solely to construct, set up or erect solar-powered EV charging stations within Zimbabwe.
Under the new regulations:
- Only approved operators, as verified and licensed by ZERA, will qualify for the rebate.
- The rebate applies exclusively to listed equipment and machinery used in solar-powered EV charging infrastructure.
- ZERA is tasked with approving and maintaining a list of eligible operators.
The development aligns with Zimbabwe’s broader energy and climate goals, encouraging investment in clean transportation while reducing reliance on fossil fuels.
Industry experts see the policy as a crucial step toward building a viable electric vehicle ecosystem in the country.
