NEW ONLINE PAYMENT SYSTEM FOR CITY COUNCIL

HARARE City Council has introduced an online mobile revenue collection system which aims to modernise market operations by improving efficiency and transparency.

This new initiative is set to transform the way residents pay for Council services, making it more convenient and accessible.

The system was developed in partnership with the Harare Institute of Technology.

eMusika is a mobile-based revenue collection system that enables residents to pay for council services such as rates, water, and electricity bills using their mobile phones.

The City’s Director of Housing and Community Services, Medium and Small Enterprises Division, Addmore Nhakairo, commended the system for its potential to revolutionise and modernise the city’s market operations, reduce the risk of fraud and corruption, and drive increased revenue collection.

He said the eMusika system is designed to usher in a new era of transparency, efficiency, and accuracy in revenue collection.

“The system uses a mobile application that allows customers to make payments online, eliminating the need for physical cash transactions,” he said.

“It uses a unique QR code-based payment method, where customers can scan the code on their mobile devices and make payments using their preferred payment methods, including mobile money services like EcoCash or OneMoney.

“The system is also linked to a secure database that tracks payments and provides real-time updates on bill payments.”

The partnership between Harare City Council and HIT is seen as a significant step towards embracing digital innovation in local governance.

The system is expected to be rolled out in phases, with the first phase targeting high-density suburbs such as Mbare, Kuwadzana and Mufakose. 

The council plans to expand the system to other areas of Harare in the near future.
