Residents under the umbrella of the Harare Residents Trust (HRT) have accused Harare City Council of poor workmanship in clearing storm drains, which leaves them with no option but to take up the job.
Some suburbs have been affected by flash floods following recent having rains.
HRT executive director Mr Precious Shumba accused HCC of ineptitude in service delivery.
“The drainage system in the CBD collapsed a long time ago and the clearing of drainages has been a very slow process. The council has been trying to clear the drains but the workmanship is very poor, showing there are no capable people to supervise the works in the City of Harare. If the experts are there, they are not really monitoring the work by their teams in the CBD.”
He said residents in high-density areas have been clearing drains since council workers are not attending to them.
“In Glen Norah and Glen View, for example, there is nothing being done about the blocked drainage system. City of Harare employees have become very lazy and do not attend to these issues despite being deployed. Residents see them loitering in communities or just gathered and doing nothing the whole day. Residents end up dumping uncollected garbage anywhere, which leads to the blockage of drainages,” he said.
On Tuesday, council acting spokesperson Mr Innocent Ruwende blamed flooding on illegal settlements on wetlands.
