New system to clear goods at border posts on the cards

The Authorised Economic Operators concept is an internationally adopted system meant to shorten customs clearance time for recognised operators.

Under the system, designated companies, which are the Authorised Economic Operators, that are involved in activities covered by the customs and excise legislation, will get quicker access to simplified customs procedures.

Finance Minister Tendai Biti made the proposal during his presentation of the 2012 National Budget statement last week.
“In an endeavour to lessen the effect of slow movement of goods through customs control, the concept of Authorised Economic Operators (AEO) has been adopted internationally.
“Given the benefits that will accrue to AEOs and the overall economy, I propose to introduce the concept of AEOs with effect from the second quarter of 2012. Government, in consultation with relevant stakeholders, will put in place the appropriate legislation,” said Finance Minister Biti.

AEO concept facilitates legitimate trade through priority treatment of consignments imported by reliable operators that comply with security and safety requirement criteria set by the Revenue Authority.
Prioritised shipments are “fast-tracked” through customs procedures, and are also subjected to less physical examination.

AEOs also enjoy improved relations with customs authorities through recognition as safe and secure business partners. Minister Biti said manufacturers, exporters and freight forwarders may qualify as AEOs, provided they have established an appropriate record of compliance to customs and tax legislation.
