The government is in the process of implementing an ambitious Vocational Training Transformation Framework aimed at making institutions more responsive to industry needs, culturally inclusive, and resilient against social threats.
Speaking during his keynote address at the graduation ceremony for 226 Vocational Training graduates from Bulawayo and Matabeleland North held at Lobengula Hall on Friday, Deputy Minister of Youth Empowerment Development and Vocational Training, Kudakwashe Mupamhanga, described the transformation agenda as “unapologetically ambitious.”

“My Ministry is currently rolling out the Vocational Training Transformation Framework, which seeks to professionalize, standardize, and modernize vocational training across the country,” said Deputy Minister Mupamhanga.
He highlighted that the transformation will establish innovation hubs focused on local solutions and green technologies, digital campuses for coding, design, and e-commerce, as well as enterprise incubators to support youth-led businesses and cooperatives.
“These centers must reflect the realities of Matabeleland and Bulawayo, be responsive to industry demands, inclusive of culture, and resilient against social threats. We are integrating tracer studies, production units, and inclusive curricula to ensure that every skill acquired leads to opportunity,” he added.
Deputy Minister Mupamhanga emphasized that the graduates represent the core of the National Youth Empowerment Strategy, recently launched by President Mnangagwa. The strategy is a bold commitment to equipping young Zimbabweans with tools for self-reliance, innovation, and leadership.
“By investing in enterprise and digital skills, we are turning potential into productivity and dreams into development,” said Deputy Minister Mupamhanga.
The graduation ceremony was held under the theme: “Innovate, Digitalise and Enterprise.”
