ZINARA has thrown a spanner in the wheels of motorists by rolling out a new policy. No valid ZBC radio license means no insurance renewal and definitely no vehicle license disc.
The Zimbabwe National Road Administration is now enforcing the newly gazetted Broadcasting Services Amendment Act [Chapter 12:06] (No. 2 of 2025), making it mandatory for all vehicle owners with radio-equipped cars to prove they have paid their dues to the national broadcaster before hitting the road legally.
The move takes immediate effect.
“In line with the enacted Broadcasting Services Amendment Act, all motorists are now required to obtain a ZBC radio license before they can renew their vehicle insurance or acquire a ZINARA motor vehicle license disc,” ZINARA said in an internal memo seen by B-Metro.
Even though the process for getting both licenses stays the same, there is a twist for those who claim not to have radios in their cars.
“If your car doesn’t have a radio, you’re not off the hook,” ZINARA warned. “You now need to visit a ZBC Licensing Office in person, complete a declaration form, and secure an exemption certificate.”
Without that exemption certificate in hand, motorists cannot renew insurance or obtain the all-important disc for their windscreen.
Motorists have already begun voicing frustration over the added hurdle, saying the process is likely to cause delays and chaos at licensing offices.
However, the law is clear. No valid ZBC license means no insurance renewal and no ZINARA disc.
Motorists are urged to double-check their compliance or risk being turned away at the counter.
Failure to comply could not only delay the licensing process but might also land motorists in trouble if caught on the road without a valid disc.
Before you renew, make sure your radio license is loud and clear.
