PRESIDENT Mugabe has appointed Dr Misheck Sibanda and Dr Mariyawanda Nzuwah as the Chief Secretary to the President and Cabinet and chairperson of the Civil Service Commission respectively in terms of the new Constitution of Zimbabwe.
Dr Nzuwah made the announcement of Dr Sibanda’s appointment in a statement yesterday.
“It has pleased His Excellency the President and Commander-in-Chief of the Zimbabwe Defence Forces, in terms of Section 205 (1) of the Constitution of Zimbabwe No (20) Act 2013 to appoint Dr Misheck J Sibanda Chief Secretary to the President and Cabinet, ipso facto head of the public services with effect from the date of assumption of duty,” he said.
“Dr Misheck Sibanda will serve at the pleasure of His Excellency the President.”
In another statement, Dr Sibanda said Cde Mugabe had appointed Dr Nzuwah as chairperson of the four commissions on civil service, defence, police, prison and correctional services.
Dr Nzuwah has also been appointed a member of the Judicial Service Commission.
Dr Sibanda said the appointment was made in accordance with the provisions of the new Constitution of Zimbabwe.
“It has pleased His Excellency the President and Commander-in-Chief of the Zimbabwe Defence Forces to appoint Dr Mariyawanda Nzuwah chairperson of the Civil Service Commission in terms of Section 202 (1) of the Constitution of Zimbabwe Amendment No (20) Act 2013,” said Dr Sibanda.
He said Dr Nzuwah was appointed chairperson of the Defence Forces Services Commission in terms of Section 217 (1) of the new constitution and chair of the Police Service Commission in terms of Section 222 (1).
Dr Nzuwah will chair the Prisons and Correctional Service Commission in terms of Section 230 (1) and be a member of the Judicial Service Commission in terms of Section 189 (g) of the new constitution, which provides that the chairperson of the Civil Service Commission shall be a member of the Judicial Service Commission.
Dr Sibanda said the appointment was with effect from the date of assumption of duty.
Dr Nzuwah also announced the appointment of Dr Ray Ndhlukula (accounting officer) as Deputy Chief Secretary to the President and Cabinet.
He also announced that Colonel Christian Katsande (Retired) and Mr Justin Mupamhanga were appointed as Deputy Chief Secretaries to the President and Cabinet.
Mrs Pretty Sunguro (accounting officer) was appointed Secretary for the Civil Service Commission, Defence Forces Service Commission, Police Service Commission and Prisons and Correctional Service Commission
According to the new constitution, members of the Civil Service Commission must be chosen for their knowledge of or experience in administration, management or the provision of public services.
Among the functions of the commission is to appoint qualified and competent persons to hold posts in the civil service, fixing and regulating conditions of service including salaries and allowances, exercising control and disciplinary powers over members, investigating grievances and implementing measures to ensure effective and efficient performance in the general civil service.
Last week, President Mugabe swore in Mr Johannes Tomana as the new Prosecutor General of the National Prosecution Authority in terms of the new constitution.
The Prosecutor General is responsible for prosecuting criminal cases while the AG will be Chief Government Legal Adviser. Government is still to fill the post of Attorney General which was held by Mr Tomana.
