POLICE in Harare have launched an operation code named “Operation Hupenyu Hunokosha”, which targets pedestrians.
According to the recently launched operation, any pedestrian found obstructing traffic or walking through a red light at traffic intersections would be arrested and fined $100 000.
Police said the operation would be carried out until such practices were put to an end.
Harare acting police spokesperson Inspector Charles Mujawo, said the operation was launched after many cases of pedestrians involved in road accidents.
He said police will also be arresting pedestrians who stand on lines in the middle of roads.
“According to police statistics, most of the accidents in the city are also being caused by some negligent pedestrians and in most cases they are hit by cars to death,” said Inspector Mujawo.
He said the police have identified problem areas where pedestrians mostly stand in the roads, looking for transport, and the places include along Julius Nyerere Way where people would be looking for transport to Chitungwiza.
“In these ways, in most cases motorists find it difficult to drive past the people standing almost in the middle of the road,” he said.
He also said that no pedestrian is allowed to cross ahead of red traffic light or when he/she is being instructed by the traffic lights to stop or wait.
“Also on zebra crossing lines, as police we know that the pedestrian has the right to cross, but one should proceed to cross after making sure that it is safe to do so,” he said.
He said they were going to carry-out some awareness campaigns and distribute pamphlets to pedestrians, cyclists and motorists.
LESSONS FOR TODAY
This noble operation has not yielded many positive results since pedestrians abuse their right on the road, resulting in tragedies.
Enforcement from authorities is a must and the only way to protect pedestrians and make them aware of the dangers they also pose if they neglect their responsibilities in roads and streets.
Understanding pedestrian roles and road safety is a very vital fact that has been left out and it’s evident on the streets, where sometimes even motorists think that they always should precede pedestrians.
Pedestrian traffic lights are a great safety tool, but a lot should also be done to educate pedestrians on how to make use of them.
Pedestrian vulnerability and dangers should always be highlighted, and every motorist should be educated on how to handle pedestrians including allowing them the right of way whenever the regulations give them that right.
Always look left and right before crossing, while crossing the road. This will always ensure that you are aware of the environment you are in.
