“Once enacted, the law seeks to stop these fly-by-night briefcase co-operatives.”
Minister Mutsekwa said the law would protect people from losing their money. “I feel very sorry for the people who are being fleeced of their hard earned cash,” he said.
Minister Mutsekwa said the law would set up a council to vet, register and certify prospective land developers.
He said Government was consulting with an Italian company, Schnell Construction System to construct low cost houses.
“Their technology can use up to 90 percent locally produced raw materials and only polystyrene grains are to be imported,” said Minister Mutsekwa.
He said the equipment which Government sought to buy for US$3 million produced panels to construct eight houses per day and would be operated by local personnel.
Minister Mutsekwa said the technology was much cheaper than using bricks.
