Policy Hub backs Govt agenda

THE Policy Hub has expressed confidence that Zimbabwe is poised for stronger economic growth and greater socio-political stability following the anticipated implementation of Constitutional Amendment Bill No. 3 (CAB 3), with stakeholders pledging support for Government’s development agenda under the National Development Strategy 2 (NDS2).

This emerged in a communiqué released after the inaugural National Policy Expo, which brought together representatives from Government, the private sector, academia and civil society to deliberate on governance, economic development and the country’s Vision 2030 aspirations.

According to the communiqué, participants said deliberations reflected optimism over the country’s policy direction following CAB 3 and described it as a catalyst for sustained economic expansion and enhanced political stability.

“The shared insights point to an optimistic post-Constitutional Amendment Bill (CAB) 3 policy dispensation,” reads the communiqué.

It said the Expo affirmed a shared desire for policy continuity under the Second Republic, saying the post-CAB 3 environment “promises an upward growth trajectory of the economy and increased socio-political stability.”

The Policy Hub said stakeholders also expressed confidence in Government’s policy consistency, arguing that this would improve prospects for both local and foreign direct investment.

Among the proposals adopted at the Expo was a recommendation that the extension of electoral terms should also apply to the contractual tenure of officials responsible for implementing NDS2, as well as captains of industry, to ensure continuity in executing national development programmes.

The Policy Hub further called for the decentralisation of NDS2 advocacy to all of Zimbabwe’s 10 provinces, with support from the Office of the President and Cabinet and other stakeholders.

The expo identified three broad areas of focus, including assessing the achievements of the Second Republic, strengthening resilience against potential economic and policy shocks, and examining how CAB 3 could deepen political and economic democratisation.

Participants also resolved to support Government initiatives aimed at strengthening constitutional governance, boosting agriculture and food security, promoting fiscal stability, expanding financial inclusion, enhancing digital connectivity, sustaining industrialisation, developing human capital, improving housing delivery, investing in infrastructure and mining, and strengthening health, education and social protection systems.

Meanwhile, the Policy Hub said the discussions from the National Policy Expo will feed into a collaborative academic project involving a consortium of scholars producing a policy handbook titled The Second Republic and Human-Centred Policy Thinking Development Continuity: 2026–2030.

The publication is expected to provide evidence-based policy frameworks to guide governance and national development planning.

The Policy Hub said the inaugural Expo has demonstrated Zimbabwe’s commitment to inclusive, evidence-based national development and reaffirmed its commitment to promoting dialogue, research and governance excellence in pursuit of Vision 2030.
