ZANU-PF Manicaland says rogue elements within the party should not be expelled, but educated and re-orientated to avoid defections. In its resolutions to the Eight National People’s Conference to be held in Masvingo this month, the province also endorsed President Mugabe as the First Secretary of Zanu-PF and President of Zimbabwe.
It also resolved that the First Lady, Dr Amai Grace Mugabe should remain as the secretary for the Women’s League.
“Rogue elements should not be expelled from the party, but should be educated and re-oriented in order to avoid defections.
“Protocol and the constitution must be followed in the reprimanding, suspension and expulsion of members of the party.
“All requisite disciplinary procedures must be followed before the release of information to the media.
“The party as a matter of urgency should seek to unite all organs and that remedial action should be taken to curtail the growing rift within the war veterans association. Affiliate organs of the party such as War Veterans Association, ZIPEDRA and Ziliwaco should be subordinate to the party, Zanu-PF which is the supreme organ of authority.
“Manicaland also resolved that those not heeding the call by the President for members not to continue using the media especially social media as a platform to denigrate others to be brought to account,” reads the resolutions.
The province also pledged to work for genuine unity and development of Zimbabweans under the guidance of the Zim-Asset economic blueprint.
The province also resolved to reinstate Chipinge South Member of National Assembly, Cde Enock Porusingazi who was suspended in 2014.
“No leaders should be imposed in any of the party structures. Manicaland condemns factionalism as the monster threatening to destroy the party and it therefore should be completely eradicated.
“All party members call for unity of purpose in order to widen the support base ahead of the 2018 harmonised elections. The party should in future elections support its candidates both financially and materially if it has to have an impact in urban council elections. Zanu-PF elections results should tally from the President, Parliament and Local Government because all are Zanu-PF candidates.”
The province also called for the fulfilment of promises made by the party to the electorate during the 2013 harmonised elections as most of the promises are still to be fulfilled up to date.
On corruption, the province said: “Rampant and unmitigated corruption at all levels of the party is threatening the fabric and ideological thrust of the party and must therefore be nipped in the bud in order to reinvigorate the party.
“Those with multiple land ownership should be dispossessed. Individuals who have been allocated farms, but are underutilising them should have those farms subdivided and shared equally with those who have not benefitted from the land reform exercise in order to achieve the land reform objectives.
“Presidential Inputs Scheme was a noble idea, but has been corrupted, therefore there is need to streamline it in order to avoid favouritism. The programme should focus on the needy people.”
