SHURUGWI residents in the Midlands Province are reaping the benefits of the Second Republic’s devolution programme, which continues to transform communities through improved infrastructure and enhanced service delivery.
The programme’s impact is evident across the district, with rehabilitated roads, expanded water projects and new affordable housing schemes providing shelter and convenience for many households. Locals say these developments have brought tangible improvements to their daily lives.
Although devolution was enshrined in the 2013 Constitution, its full implementation began under the Second Republic, led by President Mnangagwa, which prioritised the allocation of funds to local authorities to accelerate development.
The devolution agenda is anchored on President Mnangagwa’s vision of “leaving no one and no place behind”, ensuring equitable development across all corners of the country.
Shurugwi Town Secretary, Mr Archbord Ncube, said the local authority has successfully implemented several high-impact projects using devolution funds.
“We want to pay tribute to President Mnangagwa and the Second Republic for unlocking additional funding for local authorities through devolution, which is helping us finance high-capital projects that had stalled due to lack of funds,” said Mr Ncube.
He added that the local authority will continue to roll out life-changing programmes for the benefit of residents. Mr Ncube said the council remains committed to initiating projects that address the pressing needs of the community, particularly in road rehabilitation, water supply, and housing through devolution funds.
Shurugwi North Constituency legislator, Cde Joseph Mpasi, said both community leaders and residents appreciate the Government’s efforts to empower local authorities and transform livelihoods in line with Vision 2030, which aims to achieve an upper middle-income economy.
“We are grateful to President Mnangagwa and the Government for their vision and support in making devolution a reality. This is a testimony to how devolution funds are transforming our province and the nation at large. We will continue to work hard to ensure that no place is left behind in terms of development and service delivery,” he said.
Cde Mpasi said the devolution framework seeks to empower communities through strategic investments and efficient resource utilisation, ensuring that development is community-driven and inclusive.
Local residents have also welcomed the developments. Mr Obvious Moyo, a Shurugwi resident, said improved roads and access to clean water have changed their quality of life.
“We now have traversable roads and water running from our taps, and these developments are transforming our lives. We want to thank the Second Republic for intensifying the devolution initiative. The Government and council partnership has changed the face of the health sector and other key areas,” he said.
Mr Moyo added that devolution funding has enabled the council to implement several game-changing projects that have improved the welfare of vulnerable residents.
