SEASONED sports administrator and Mpopoma High School teacher James Rugwevera has been appointed the Zimbabwe Football Association (Zifa) Munhumutapa Cup women’s Round of 32 Match Overseer.
Rugwevera will oversee today’s Round of 32 encounter between Queen Lozikeyi and Platinum Royals at Bulawayo Chiefs Village.
He received his appointment letter from Zifa general secretary Yvonne Manawa ahead of the match.
As Match Overseer, Rugwevera will serve as Zifa’s independent representative, ensuring that the match is conducted in accordance with the association’s statutes, competition rules, regulations and approved match-day operational standards.
His duties will cover the entire match-day programme, from preparations before kick-off to post-match procedures.
According to the Terms of Reference, the Match Overseer is expected to monitor the overall conduct of the match, assess compliance with competition rules and regulations, evaluate match-day operations and identify operational strengths and shortcomings.
Rugwevera will also be expected to make recommendations where necessary and submit an objective report to Zifa to assist the association in maintaining high competition standards.
Before kick-off, he will assess the readiness of the venue, preparedness of the host club, security and medical arrangements, as well as spectator entry and crowd management systems.
During the match, he will monitor match organisation and administration, compliance with competition rules, the conduct of the participating teams, coordination of match officials, crowd behaviour, security operations and medical preparedness.
He will also monitor the performance of ball attendants and other operational support personnel, time management and adherence to match protocols, including any interruptions, delays or extraordinary incidents.
His responsibilities will continue after the final whistle, with Rugwevera expected to observe the safe departure of teams and match officials, post-match security arrangements, crowd dispersal and any disciplinary or operational incidents.
“You are expected to familiarise yourself with your responsibilities and discharge your duties professionally, impartially, and in accordance with regulations and standards,” reads the letter.
Zifa thanked Rugwevera for his contribution to football administration and expressed confidence in his ability to carry out the assignment.
“Zifa appreciates your continued commitment and contribution to the development and administration of football in Zimbabwe. We look forward to your positive response,” reads the letter.
Rugwevera said he felt humbled by the appointment and will execute his duties to the expectations of the appointing authority.
