RUSHINGA Rural District Council now has five approved by-laws as part of the Ministry of Local Government, Public Works and National Housing’s 100 day target to ensure that local authorities’ by-laws are gazetted. Rushinga RDC chief executive officer Mr Paradzai Munyede confirmed the recent gazetting of the five by-laws that include the traffic, public health, refuse removal, hawkers and street vendors and anti-litter by-laws.
“This was part of the Ministry of Local Government, Public Works and National Housing’s 100-day target to ensure that by-laws for RDCs are gazetted.
“This is a milestone as it has been very difficult to have these by-laws gazetted. The new political dispensation is proving that things are now moving,” he said.
Mr Munyede added: “The by-laws are the administrative tools for us public administrators to use in our daily operations.
“They give us the legal basis to implement council resolutions and control how activities will be done in the district. With the anti-litter by-law now in place, we will able to control how litter is disposed by ratepayers, thereby ensuring a clean environment.”
Mr Munyede reiterated calls for an improvement in health facilities in Rushinga as villagers were walking long distances to access services.
“Our health delivery system is still poor in Rushinga. People are walking very long distances to access public health facilities.
“Some of them have no money for transport and end up enduring walking long distances to the nearest clinic. This usually worsen their health condition.
“Our health facilities are also catering for people from the neighbouring Mozambique and this is stretching the little available resources to the limit.
“We need more clinics in Rushinga,” he said.
